Mumbai gears up for stricter construction waste rules from April 2026, ET RealEstate

MUMBAI: As the Union government has notified the Construction & Demolition (C&D) Waste Management Rules, 2025 — to be enforced from April 1, 2026 — city administrations and waste generators across the country have been given one year to prepare for compliance, according to BMC officials.

The rules place the construction industry under an Extended Producer Responsibility (EPR) framework, mandating registration, waste reporting, recycling targets, and traceability.

With the new regulations, construction practices in Mumbai must transition from untracked dumping to a monitored and accountable system. The responsibility now lies with the BMC to implement and enforce these measures.

Given that the city generates over 8,500 tons of construction and demolition (C&D) waste daily, the BMC will play a pivotal role in ensuring on-ground compliance. Officials noted that Mumbai already has two C&D waste processing plants with a combined capacity of 1,200 tons per day (TPD).

All developers and contractors will be required to register with the BMC, adhere to the new rules, and adopt more responsible construction practices.

The two C&D waste recycling plants are in Dahisar and Shilphata. Despite these facilities, there remains a significant shortfall, as the city generates more waste than these plants can process and hence a third is planned at Deonar too.

“A debris management plan is taken in advance from the builder by the Development Plan (DP) department while permissions are being issued. But with the C&D rules in place, all developers will be expected to register, comply, and build responsibly,” said a solid waste management department official, pointing out that also in an effort to curb illegal dumping, the BMC is developing a mobile application designed to monitor the movement of C&D waste.
