LIT awaits final notification on non-construction fee rebate, ET RealEstate

LUDHIANA: After the Punjab cabinet approved a discount on non-construction fee to be collected from allottees in Improvement Trust schemes, Ludhiana Improvement Trust (LIT) officials are waiting for the final notification, which is expected in the days to come. However, LIT authorities claimed that there was no clarity about whether the one-time settlement scheme was included in the decision taken by the state govt or not. Since majority of LIT schemes are part of the west constituency, the notification is also expected before imposition of the election code of conduct.

According to norms, construction is to be done on the allotted plot in a fixed time period. When allottees fail to start construction on time, they are liable to pay non-construction fee (NCF). In most cases, they have to pay outstanding dues for years as they are not aware of NCF rules.

Officials said that defaulters owe around Rs 30 crore but the actual amount would be ascertained after preparation of lists. LIT officials said that when plot holders in various residential and commercial schemes developed by the department sell their properties, new owners do not bother to get their names registered in LIT records, because of which they will have to conduct verification.

LIT chairman Tarsem Bhinder said, “The state cabinet has given the nod for discount on NCF dues from the public, which will earn revenue for the LIT.” added that they were waiting for the govt notification to start giving rebates to the public.

Meanwhile, an LIT official claimed that at least Rs 100 crore was pending from defaulters who had not paid instalments after getting property from LIT.
