Online registration for leave and licence agreements in Maharashtra face technical difficulties, ET RealEstate

PUNE: The process of online registration for leave and licence agreements has encountered technical difficulties yet again, disrupting the registrations across the state over the last 10 days and prompting the real estate associations to formally raise the issue with the state registration department.

Association members have complained of multiple problems with the online system, including UIDAI server authentication failures, malfunctioning thumb scanners and issues with photo uploads. “Despite the registration department’s plans to upgrade to advanced software, fundamental issues with the current system remain unresolved, rendering the upgrade pointless,” Sachin Shinghavi, president of association of real estate agents and association of service providers, Maharashtra, said.

He said while state govt mandated registration of leave and licence documents, the recurring technical problems were creating significant obstacles for citizens trying to comply with this requirement.

Mohit Singh, who attempted to register his agreement, said he faced several issues with Aadhaar verification. “Now, I have to physically go to the registration office with witnesses as the system is not working smoothly,” he told TOI.

Officials from the Inspector General of Registration (IGR) acknowledged the UIDAI server issue and said steps were being taken to resolve the issue. “We are reaching out to the Aadhaar authorities to resolve this problem,” said a senior official.

The planned software upgrade for leave and licence registration software has been postponed from April 11 to April 21 to address the prevailing issues. “These issues have been recurring and affecting the overall registration process. While govt has been insisting on less footfall at registration offices, the glitch in the system is compelling citizens to approach the offices in person,” Shinghavi said.

The real estate associations had earlier highlighted cybersecurity vulnerabilities with the proposed Aadhaar OTP-based verification in the advanced software, recommending alternative authentication methods including email verification, biometric scanners and iris recognition. Another significant concern involves name formatting discrepancies between Aadhaar records and submitted documents, which result in the rejection of numerous applications.

A representative of the Authorised Service Providers’ Association said, “These technical snags are not new. It is high time that govt sorts out the issue with Aadhaar linking. People find it difficult to enrol remotely because of these issues.”

Sarita Garg, a resident trying to seal her rental agreement, said, “The registration department has been reporting such issues for the last several years. It is high time they address it.”
