New building bylaws with revised rules, restrictions announced in Rajasthan, ET RealEstate

JAIPUR: A year after the govt announced that it will implement new building bylaws, the Rajasthan Model Building Regulations, 2025, was unveiled on Monday. The rules, which seek to impose limitations on construction activities for properties measuring up to 500 sqm, among others, will come into force immediately.

Announcing the new regulations, urban development and housing minister Jhabar Singh Kharra said, “The previous govt amended the building bylaws in 2020 with several glitches. We are implementing this policy to provide a safe environment in upcoming colonies and residential townships across the state.”

Under the revised regulations, construction of high-rise structures is prohibited on plots up to 500sqm in urban housing schemes and colonies, an increase of 250 sqm from the previous restriction.

“Now flats will be allowed to be built only on plots of over 500 sqm. The new regulation will regulate rampant constructions of high-rises inside residential colonies in the city,” a town planner said.

The regulations also put the onus on developers to maintain their township units for seven years after sale. Townships can only be established in designated areas approved by the authorities, ensuring essential utilities like water and electricity.

Developers of integrated residential townships must provide infrastructure, including roads, electricity, and water supply. While 40% of township areas must be allocated for group housing. Townships exceeding 2ha must designate 3% space for playgrounds and reserve 2.5% of the total land for seven years.

“In case of lack of maintenance or development work, the urban body or development authority will be able to sell these reserved plots for development work. Another unique feature of this policy is the mandatory provision to construct green buildings or eco-friendly buildings on plots of over 2,500 sqm in cities,” the town planner added.
