NDMC to Revamp Flat Allotment Policy in Lutyens’ Delhi Amidst Ongoing Housing Issues, ET RealEstate

NEW DELHI: New Delhi Municipal Council (NDMC) is planning to modify the policy of allotment of flats and inter-pool in Lutyens’ Delhi. At the last council meeting, it was pointed out that 10-11 duplex bungalows in Lutyens’ Delhi were not vacated even after the transfer of officers, and the flats provided under the inter-pool policy were not transferred officially to the council.

The matter was raised by NDMC vice chairman Kuljeet Chahal in the last council meeting. The minutes of the meetings also highlighted that one of the ex-officio members was unable to get possession of a flat even months after the formation of the council because of the non-availability.

According to sources, the council passed the proposal for bringing a new or updated policy. “It has also been observed that officers coming on deputation from other departments are allotted the flat in the NDMC area. However, even after they leave the organisation, the flats are not vacated, and NDMC is given alternative flats (outside NDMC jurisdiction) under the inter-pooling policy. But this results in confusion as many times the flats are either not provided in inter-pooling or still occupied. This leads to the violation of Central govt housing guidelines,” said a member of NDMC.

The council, in its minutes of the meeting, specified the requirement to facilitate the allotment or possession for the council members who were still not able to take possession despite allotment. “It was recommended that further allotment or possession of type 5 quarters may be kept in abeyance until the housing requirement of the said council member is fulfilled. The council also desired that the estate department should prepare and submit a list of all vacant properties and all pending court cases for the council’s information,” stated the council.

A similar matter was raised in the council meeting in 2023, and former vice chairman Satish Upadhyay even pursued the matter in the high court to vacate the house allotted to him by the council.
