GURUGRAM: The state govt has introduced a new policy for allocating plots and flats to economically weaker sections (EWS) in licensed colonies, replacing the 2021 guidelines.

The updated policy requires developers to reserve 20% of plots and 15% of flats for EWS beneficiaries.

The new policy will be applicable across all licensed residential colonies in the state, including both plotted and group housing projects approved by the town and country planning (TCP) department. This covers major urban centres such as Gurgaon, Faridabad, Panchkula, Sonipat, Panipat, Rohtak, Hisar, and Karnal, as well as newly licensed townships and sectors being developed under the Haryana Development and Regulation of Urban Areas Act, 1975.

It applies uniformly to all private developers and colonizers holding valid licenses from TCP Haryana, ensuring that every new residential colony reserves the mandated quota.

The plots will range between 50 sq. m and 125 sq. m, and will be transferred to the housing for all department, at a fixed rate of Rs 600 per sq. m. For group housing projects, the EWS flats will be sized between 200 sq. ft. and 400 sq. ft., with the price capped at Rs 1.5 lakh per unit or Rs 750 per sq. ft.

Unlike the 2021 EWS housing policy that placed the responsibility of allotment directly on developers, the allotment process will now be handled by the housing for all department. It will invite applications through advertisements in leading newspapers and conduct draws to ensure transparency. The department will maintain an integrated digital database of allottees using Aadhaar and Parivar Pehchan Patra (PPP) details to prevent duplication or misuse.

To curb speculative trading, the policy imposes a five-year lock-in period on transfers of EWS properties. Any violation, including sale through power of attorney or will, will attract a penalty equal to 100% of the selling price, and the allotment will stand cancelled. Further, the policy provides flexibility for unsold or unclaimed EWS units, which can be converted into rental housing or, after two unsuccessful sale attempts, offered to Haryana domicile residents through e-auction.

Senior officials said the new policy reflects the government’s commitment to “housing for all” by balancing developer obligations with mechanisms to ensure that benefits reach genuine low-income families.

“This reform ensures fairness, transparency, and inclusivity in urban housing. It’s a step toward building equitable townships across Haryana,” a senior official from the Town and Country Planning Department said.

The policy takes immediate effect, reinforcing Haryana’s focus on affordable housing and planned urban development.
