Property owners in Bengaluru demand solutions as e-khata system fails to deliver, ET RealEstate

BENGALURU: Despite Bruhat Bengaluru Mahanagara Palike (BBMP) authorities, now Greater Bengaluru authorities, claiming of having fixed all glitches with e-khata system, some property owners, especially those who want to dispose of properties due to financial reasons, say they are still having to run from pillar to post to get e-khata certificates for their properties in the city.

e-khata certificates are supposed to be issued within two days of the application submission. However, property owners, especially from the 110 villages and municipal councils that were added to the BBMP limits in 2008, have been facing a lot of problems. They have been waiting for months to get the e-khata certificates, they claimed.

Some of the owners want to sell their properties due to financial or health issues but are unable to do so as they need e-khata certificates. They cannot sell their properties without e-khata certificates because such properties would not be registered at the Sub-Registrar Offices.

A few owners have already incurred losses and others are in depression due to the inordinate delay in getting the e-khata certificates from the authorities.

“I have submitted an application for e-khata to my flat in November 2024 but it hasn’t worked out so far.

Later, I submitted one more application for e-khata in February. Till now, the authorities have done nothing to issue the e-khata to me. I wanted to sell the flat due to financial problems but I could not do that without e-khata as it is mandatory for registering the sale deed at the Sub-Registrar Office. I have incurred Rs 2 lakh to Rs 3 lakh loss since last November,’’ said Satyajit Samal, who owns a flat at Battarahalli near KR Puram.

Uthaman M, a flat owner, also had a similar experience. He said that he desperately wants to sell his flat as he badly needed money. “I underwent open heart surgery a few months ago. I took the advance amount from the prospective buyer. I have also applied for e-khata in February but I am yet to get it. The sale deed will not be registered without the e-khata. I do not know what to do,’’ said Uthaman.

Vinod Kunchakuri, who owns a flat in Mahaveer Chalet, Battarahalli, KR Puram, said that he entered into a sale agreement in September 2024 but he could not complete the sale transaction due to the lack of e-khata.

“I am trying to apply for e-khata online but it requires an Aadhaar linked phone number which I don’t have as I live in the United States. I have no option to update it online and I need to visit India to do so. With current travel restrictions, it’s becoming difficult to travel to India to complete this sale transaction,’’ said Kunchakuri.


Alleging that the e-khata process initiative is being used by the BBMP officials to make additional income and they process only those whose applications are recommended by middlemen or with bribe, Srinivasan Shankar, president, Mahaveer Chalet Apartment Owners’ Association, said the apartment has received the occupancy certificate (OC)
in 2017 and is developed in a A khata land with all approved plan. “We have been paying property tax since 2013, but do not have the khata. All 128 flats do not have any khata till date. A few of the flat owners are struggling a lot to obtain e-khata to enable them to sell their properties,’’ he said.

Meanwhile, BBMP assistant revenue officer (KR Puram) told BM that there are no problems for renewing khata certificates. “I agree with the property owners that there are some problems with new khata certificates. We are processing the applications for e-khata certificates. All the problems will be fixed within a few days. If any property owner has any issue, he/she can meet the revenue officer,” he said.

When informed about the delays, BBMP Special Commissioner (Revenue) said that such delays are not possible.

“We have First In First Out implemented, so older applications can’t be kept pending and new ones disposed of. Let them share acknowledgement if they have any and then I will react. If they have really applied they will have the acknowledgement,” the special commissioner said.
