Noida authority to crack down on societies with no waste treatment plants, ET RealEstate

NOIDA: Noida Authority will issue notices to group housing societies that generate over 100 kg of waste daily but have no on-site garbage disposal plants.

Under the Solid Waste Management Rules, 2016, waste treatment plants are a must for group housing societies, commercial complexes, institutions, hotels and banquet halls, among other establishments built on plots spanning 5,000 sqm or more. Officials said some societies, however, continue to dump waste in the open or hand it to door-to-door collection agents that do so for a fee from society and the Authority, adding to its financial burden.

“These agencies charge each household for waste collection. They also have a contract with the Authority to dispose of a fixed quantity of waste daily. Since the societies are not processing their own garbage, the total amount of waste collected exceeds the agreed limits, and the additional disposal cost has to be borne by Noida Authority,” the official said.

There were around 115 group housing societies that generate over 100kg of waste daily and are categorised as bulk waste generators, data shows. The 2016 rules require them to install and operate solid waste disposal systems, including segregation and processing units for wet and dry waste, on their premises.

Officials said defaulters would soon be issued notices asking respective AOAs or RWAs to submit a waste management plan within 15 days or face penalties, including recovery of disposal costs.

Noida Federation of Apartment Owners Associations (NOFAA) president Rajiva Singh said, “Many high-rise societies in Noida were built nearly two decades ago without provisions for solid waste processing. Installing such infrastructure now is difficult due to space constraints, especially when residents are already struggling with parking and play areas. We proposed a cluster-based waste management model, which was approved by the then CEO three years ago, with land allotted for it, but there has been no progress. Noida Authority must engage with AOAs and RWAs before issuing directives.”
