KOCHI: Greater Cochin Development Authority (GCDA) has approached district collector G Priyanka seeking formation of a special team of revenue officials for land pooling process for Phase III campus of Infopark. The move follows in-principle approval granted by department of electronics and information technology for the implementation of the project in an area exceeding 300 acres through land pooling.
GCDA has made the request as it needs to start land pooling process in the coming weeks. “We need a team headed by a senior official. Also, the team should include a deputy tahsildar, surveyors and legal experts. The district collector has been asked to deploy officials from revenue department, as the authority can appoint a legal expert,” said a GCDA official.
GCDA is the primary implementing agency for the land pooling scheme, using its authority under Kerala Town and Country Planning Act. Govt has specifically assigned GCDA the responsibility to conduct land pooling and the authority will identify suitable land for the scheme in consultation with Infopark. GCDA will facilitate discussions with landowners, explain the land pooling model and secure their voluntary consent. That includes managing the process where landowners receive back a percentage of their developed land.
GCDA will also conduct detailed surveys of the pooled land and oversee its consolidation for comprehensive planning. They will oversee reconstitution of the land into developed plots and their redistribution to the original landowners.
It is learned that GCDA chairman K Chandran Pillai had a detailed discussion with the collector on Monday regarding the land pooling survey procedures. “We will sign an MoU regarding the land pooling process with Infopark soon,” informed the GCDA official.
