Buyers Protest Against Developer in Gurugram Due to Delayed Possession of Flats, ETRealty

GURUGRAM: Hundreds of homebuyers of Aashiyara 37C staged a protest, alleging that they have not got possession of their homes despite paying nearly the full cost years ago. The protest took place near the residence of Haryana cabinet minister Rao Narbir Singh, who was given a detailed memorandum, seeking his intervention.

Most allottees say they have paid 100% of their dues nearly three years ago, yet have neither received possession nor a final timeline.

The developer, M/s Renuka Traders Pvt Ltd, has allegedly revised delivery dates 12 times, each time missing deadlines. The developer could not be reached for a comment. Allottee Gautam Maity said, “We are paying EMIs and rent simultaneously. The stress is unbearable — some buyers have even contemplated suicide.”

The minister has assured the association of escalating the matter again and demanding an explanation from officials over the delay.

The allottees of the affordable housing project in Sector 37C — under Aashiyara 37C Allottee Association — alleged prolonged construction delays, financial irregularities and regulatory inaction. Launched in 2018 under Pradhan Mantri Awas Yojana (PMAY) and Haryana Affordable Housing Policy, 2013, the project was to be delivered within four years, but remains incomplete even after seven, with buyers estimating only 80% of work finished.

During Sunday’s protest, buyers accused the builder of withdrawing all funds from the escrow account, halting construction and abandoning the site after failing to pay contractors.

The association alleged that despite filing a formal complaint with HRera (Gurgaon), the matter continues to drag without substantive action. “Whenever we approach HRera, we get new dates. The town planning department says it’s HRERA’s issue. We’re stuck in a loop,” a homebuyer said.

Responding to repeated appeals, the minister has written multiple times to HRERA and senior town planner of DTCP, most recently on Sept 17, 2025, seeking a detailed report within 15 days. However, buyers allege that no response has been received so far.

The allottees have sought strict legal and financial action by HRERA against Renuka Traders Pvt Ltd and its directors, an emergency tripartite meeting with HRera, DTCP, and the association to chart a completion plan, a written commitment from company director on a binding possession schedule, strict monitoring of the escrow account to prevent further diversion and accountability of officials who failed to enforce compliance.
